The Future of School Aid

ECB Recommendations for Supporting Schools

The attached joint proposal of the Educational Conference Board (ECB) was developed prior to the release of Governor Kathy Hochul’s 2024-25 Executive Budget. Our organizations have collectively praised Governor Hochul and the State Legislature for fulfilling the long-deferred promise of fully phasing-in the Foundation Aid formula, enacted in 2007 and fully funded for the first time in 2023 after a sixteen-year wait. This was a truly historic policy achievement, one that would allow all of us to begin focusing our attention on the future of school funding and any remaining gaps in educating the children of New York State.

Unfortunately, Governor Hochul’s Executive Budget would undermine this signature accomplishment, as the proposal cuts Foundation Aid for half the districts in the state for a total of $168 million and reduces the promised increases to the rest of the districts by $250 million.
