New York State Educational Conference Board
Articles of Agreement

ARTICLE 1 - NAME

This organization shall be known as the New York State Educational Conference Board.

ARTICLE 2 - OBJECTIVES

It shall be the objective of this Board to be a major advocate for public schools in New York State.

It shall be the further objective of this Board to make recommendations concerning public schools to the Commissioner of Education, the Board of Regents, the Governor, the Legislature, and other appropriate agencies serving the needs of public schools in New York State.

It shall be the further objective of this Board to study proposed legislation with a view to advising the membership of its organizations about the bearing of such proposed legislation on the welfare of the public schools, and the best means of promoting or opposing the same most effectively.

ARTICLE 3 - MEMBERSHIP

The membership of this Board is made up of the following organizations:

  • Conference of Big 5 School Districts
  • National Education Association - New York
  • New York State Association of School Business Officials
  • New York State Congress of Parents and Teachers, Inc.
  • New York State Council of School Superintendents
  • New York State School Boards Association
  • New York State United Teachers
  • School Administrators Association of New York State

Each member organization named above shall have one voting representative. Voting representatives shall be designated and identified by the organizations named above.

Any other statewide organization whose interests are wholly educational and whose advocacy efforts encompass a broad range of education issues may be admitted to membership by a two-thirds vote of all member organizations, provided notice has been given at a previous meeting. Such organization must be sponsored by a member organization and must supply a written description of its organizational goals and governance structure and a written explanation as to why it wishes to join the Educational Conference Board.

ARTICLE 4 - OFFICERS

The officers of the Board shall be a Chair, three Vice-Chairs, and a Secretary-Treasurer. These officers shall be elected for a term of one year at the Annual Meeting. The Chair is a nonvoting member, and may or may not come from the designated voting membership. The Vice-Chairs and Secretary-Treasurer must come from the designated voting membership, and will continue as part of the designated voting membership. A nominating committee shall be appointed annually by the chair, with the task of submitting a recommended slate of names at the Annual Meeting.

ARTICLE 5 - MEETINGS

There shall be a minimum of four meetings held in each calendar year, with the Annual Meeting held either in September or October.

Additional meetings may be called by the Chair.

A quorum shall require representation of a majority of the organizations constituting this Board.

Except as otherwise provided in these articles, motions directing the expenditure of funds, the approval of minutes and the transaction of other internal affairs of the Board shall require a majority vote of the member organizations present for enactment.

The adoption of ECB policies and positions shall be by a vote of the member organizations using the following voting protocol.

  • Agree with the policy/position and will actively support.
  • Cannot agree with the policy/position, but will not object.
  • Do not agree with the policy/position and will object.

The results of voting on policies and positions shall be recorded in the minutes of meetings as carried or not carried. A policy/position is not carried if any member organization objects to it.

Adopted ECB policies and positions shall automatically expire after three years, unless extended by a vote of the member organizations.

ARTICLE 6 - OPERATING PROCEDURES

A set of operating procedures shall be adopted, and reviewed periodically, to guide the annual activities of the board.

ARTICLE 7 - EXPENSES

Each member organization shall remit an annual assessment to the treasury of the Board.

The Educational Conference Board's fiscal year shall be the calendar year.

Special projects of the Board may require additional assessments.

ARTICLE 8 - AMENDMENTS

Amendments to these Articles of Agreement may be made by a two-thirds vote of the member organizations at any meeting subsequent to the meeting at which the amendment may be proposed.
