About ECB and the Conference
The Educational Conference Board is composed of statewide organizations whose interests are wholly educational and whose advocacy efforts encompass a broad range of education issues. The primary purpose of an ECB policy conference is to provide a forum for parent, teacher, principal, superintendent, and school board leaders from across the state to convene to focus on key policy issues, including Measuring Student Progress and School Finance. Ira Schwartz
Ira Schwartz is Coordinator for Accountability, Policy and Administration at the Office of School Improvement and Community Services of the New York State Education Department. Among other responsibilities, Mr. Schwartz serves as chairperson of the Department's School Accountability Workgroup and supervisor of the Department's New York City Charter Schools Unit. [more]
William L. Sanders, Ph.D
William Sanders is a nationally recognized statistician and educational researcher known primarily for his work in the analysis of student achievement data utilizing copyrighted EVASS methodology. He is frequently called upon to provide consultation and collaboration for researchers investigating student achievement outcomes using value-added assessment. [more]

Conference participants express concerns on measuring student progress, communication among stakeholders, and recruitment and retention of teachers. [more]
Michael A. Rebell
Michael A. Rebell is an experienced litigator, administrator, researcher, and scholar in the field of education law. He is Executive Director and Counsel for the Campaign for Fiscal Equity. [more]
Mark P. Pattison
Mark P. Pattison was appointed Deputy Comptroller for the Division of Local Government Services and Economic Development in April 2004. [more]
Small Group Discussion 2
On the topic of school financing, there was more agreement on general rather than specific issues. Participants in all groups thought that there should be equitable distribution to all districts throughout the state to assure the delivery of a high-quality education. Participants felt strongly that any changes in the current funding scheme should encompass a statewide solution. Furthermore, participants also saw the need for greater accountability -- both fiscal and student performance. [more]
